Mr. Guo mainly focuses his practice in maritime, maritime commerce, logistics, international trade, economic and other legal affairs, and serves as a number of large enterprises legal counsel. Mr. Guo has more than 30 years of teaching experience and more than 20 years of maritime legal practicing experience, independently handled hundreds of maritime, maritime commerce, international trade and economic cases, and successfully handled a number of maritime and maritime cases with significant impact at domestic and international.

Social service

Mr. Guo was arbitrator of China Maritime Arbitration Commission, Qingdao Arbitration Commission, Liaocheng Arbitration Commission; Member of Legal Advisory Committee of Qingdao Municipal People’s Government; Director of China Maritime Law Association; Member of Professional Committee of Maritime Regulations of Chinese Maritime Society. 

Mr. Guo’s other major social activities and work experience includes attending and presenting views at the Comité Maritime International (CMI) in London on the development of a new uniform law on the international carriage of goods by sea. Mr. Guo was invited by the Legislative Affairs Office of the State Council of the People’s Republic of China and the Ministry of Transport of the People’s Republic of China to participate as a member of an expert group in the part of the validation work of the Regulations of the People’s Republic of China on International Maritime Transport and its Implementing Rules.

Work Experience

Mr. Guo has been teaching at Qingdao Ocean Shipping Mariners college since the early 1980s, mainly in areas of maritime law, ocean shipping business, legal overview and shipping regulations, etc. Since 1989, Mr. Guo has been practicing as a part-time lawyer.
